This means you do not exactly get a “permit” in the American sense, but you do need the work to be approved and properly certified.

You can meet this requirement in two ways:
Use a registered electrician
A contractor registered with a Competent Person Scheme (such as NICEIC) can self-certify their work. This means you do not need to contact building control directly.
Notify building control yourself
