Do You Need to PAT Test New Equipment?

If you have just bought brand-new electrical equipment, you might assume it needs PAT testing before anyone can use it. In most cases, that is not true. The Health and Safety Executive says new equipment should be supplied in a safe condition and does not normally need a formal portable appliance inspection or test. What is recommended is a simple visual check to make sure the item has not been damaged before first use.


That said, “not usually” does not mean “never think about it again”. In the UK, the legal duty is to maintain electrical equipment so it does not present danger. PAT testing can form part of that maintenance plan, but the law does not say every appliance must be PAT tested, and it does not say it has to be done every year either. The right approach depends on the type of equipment, how often it is moved, and the environment it is used in.

What the law says about PAT testing new electrical equipment

For most workplaces, new electrical equipment does not need a formal PAT test straight out of the box. HSE’s guidance is clear: new equipment should arrive safe, and a visual check is usually enough before first use. The wider legal duty under the Electricity at Work Regulations is about keeping equipment maintained to prevent danger, not automatically PAT testing every item from day one.


This is why blanket rules often cause confusion. Many people have heard that every appliance needs an annual PAT test, but HSE specifically says that is a myth in low-risk environments such as offices and shops. A risk-based system is what matters, not testing for the sake of testing.


What you should do before using new equipment

Even though a formal PAT test is not usually required, you should still check new equipment before it goes into service. Look for obvious signs of damage, such as a cracked casing, a damaged plug, a loose connection, exposed wires, or marks that suggest overheating. HSE also says you should make sure equipment is suitable for the way and place it will be used, and users should stop using anything that appears faulty.


In practice, that means checking the item when it arrives, confirming the lead and plug are intact, making sure the equipment matches the supply and environment, and recording it in your asset list if you manage equipment at work. For a desktop monitor in a clean office, that may be all you need at the start. For a kettle in a busy staff kitchen or a power tool on a site, you may want earlier formal inspection and testing because the risk of damage is higher.


When PAT testing new equipment is a good idea

There are situations where businesses choose to PAT test new equipment earlier, even if it is not a strict requirement on day one. That can make sense where equipment will be used in harsher conditions, moved frequently, handled by multiple people, or exposed to dust, moisture, heat, impact, or heavy daily use. HSE’s guidance specifically points to more frequent checks for items that are portable, regularly moved, or likely to get damaged.


It can also be sensible to arrange early testing where you need a documented maintenance trail for site procedures, contractor compliance, or internal health and safety systems. PAT testing is often most valuable as part of a wider inspection plan, especially for tools, extension leads, kettles, vacuum cleaners, and other equipment that sees regular wear and tear.


If the equipment is hired rather than owned, the picture changes slightly. HSE says it is strongly recommended that suppliers formally inspect and test equipment before each hire, and the person hiring it should also take steps to keep it safe during use.

Do landlords need to PAT test new equipment?

For landlords, the answer depends on the type of tenancy and the location. In England, private landlords are required to have electrical installations inspected and tested at least every five years, but regular PAT testing on portable appliances they provide is generally treated as recommended good practice rather than a blanket legal requirement on every new item. Government guidance for tenants says landlords are recommended to regularly carry out PAT testing on appliances they provide and give tenants a record of inspections.


Social landlords in England have additional duties. Current government guidance says landlord-provided electrical equipment must be checked by a qualified person at least every five years, regardless of the age of the equipment. Even where a full re-check is not needed before each new tenancy, the guidance recommends at least a visual inspection before occupation to confirm nothing has been damaged or deteriorated.


How often should new equipment be tested after that?

There is no one-size-fits-all schedule. HSE’s position is that the frequency of checks depends on the equipment, the environment, and previous results. Low-risk items in clean offices may only need user checks and periodic visual inspection, while equipment used more heavily or in tougher conditions may need combined inspection and testing more often.


That is why good PAT testing is never just about putting stickers on plugs. A sensible programme looks at how the equipment is actually used, what risks it faces, and how likely it is to deteriorate between checks.


The simple answer: do you need to PAT test new equipment?

Usually, no. New equipment does not normally need a formal PAT test before first use. What it does need is a visual inspection and a sensible risk-based decision about when formal testing should begin. If the item is undamaged, suitable for its environment, and being used in a low-risk setting, immediate PAT testing is often unnecessary. If it will be used in a tougher setting, moved around constantly, or handled by multiple users, bringing it into your PAT schedule sooner is a smart move.
